Welcome to the CAPG

Uniting Visionary Leaders, Innovative Ideas, and Strategic Resources to Shape a Thriving Future Since 1972

Welcome to CAPG

The Canadian Association of Police Governance (CAPG) is the only national organization dedicated to excellence in police governance in Canada. Since 1989, the CAPG has worked diligently to achieve the highest standards as the national voice of civilian oversight of municipal police. We have grown to represent 80% of municipal police services throughout Canada.

The CAPG exists to serve its members and collaborate with other police services sector stakeholders across the nation, including police leaders, police sector associations, federal, provincial, and municipal governments and their departments, police learning organizations, and business partners.

Message from the President

On behalf of the Board and Staff of the Canadian Association of Police Governance (CAPG), I am pleased to welcome you to our newly redesigned website. Whether you’re a long-standing member or a first-time visitor, we invite you to explore all the resources, updates, and opportunities available to you here.

CAPG remains committed to supporting and strengthening civilian governance of policing across Canada. We continue to deliver on the priorities that bring exceptional value to our members—including a modern member management system to streamline your experience, the priority to be the resource for excellence in policing excellence, and the upcoming launch of our Learning Management System. This new platform will offer board members ongoing access to high-quality training modules designed to enhance knowledge, capacity, and impact.

We also encourage you to participate in our conferences, webinars, and events that bring together leaders, experts, and peers to learn, collaborate, and shape the future of police governance in Canada.

Vice Chair, Halton Police Board
“Given the importance and the complexity of today’s Police Governance roles and responsibilities, the CAPG can be heavily relied upon to provide strategic and operational guidance to Police Boards and Commissions across Canada through validated research, ongoing advocacy, regular webcasts, Committee participation and Conference attendance. The CAPG is a reputable and highly respected resource enabling and facilitating Police Boards and Commissions in their effectiveness in areas such as governance, leadership and oversight. As Boards and Commissions play a key role in the safety and well-being of their respective communities through effective policing, membership in the CAPG is instrumental and highly beneficial as we fulfill our critical and challenging governance functions.” read more

Shirley Heafey

New Westminster Police Board
“As a lawyer and a member of the New Westminster Police Board in British Columbia I have been steeped in oversight of police agencies across Canada for over 25 years. Among the agencies where I have conducted oversight is CSIS, the RCMP, the Calgary Police Service and worked as a lawyer with the Ottawa Police Service. As a civilian, I have likely acquired more knowledge of the intricacies of policing than most of the population. Having been a member of the CAPG for the past few years, has made me aware how much more I need to learn to be an effectives Board member. Policing is consistently under fire due for lack of training and definitely regarding skyrocketing budgets. Changes have to be made despite a profession that is averse to change. I have attended every CAPG webinar since becoming a board member 3 years ago. The CAPG webinars have provided me with new insight and knowledge of the changes needed for police leaders to be effective and to to serve their communities in a changing world. Presentations of ideas at the CAPG webinars are provided by senior police leaders in every area of Canada and other Commonwealth countries sharing their views on needed change. Extremely well versed academics in criminology in various countries who have spent their lives studying policing offer new ideas to consider. Being a member of the CAPG has been invaluable to me as a board member and as a lawyer. Anyone not taking advantage of the opportunity of being a member of CAPG is denying themselves the opportunity to be effective members of their respective police board.” read more
